When the Van De Graaff generator is operating, it generates a high voltage, when the Bobble Head is close to it, the electrons will be repelled to the far end of the Bobble Head leaving a more concentrated positive charge towards the Van De Graaff, and will slightly be attracted. If a person discharges the far end of the Bobble Head, leaving behind only the positive charges, the process is called induction. Leaving a net charge on the object, in this case positive net charge, the Bobble Head will then be attracted by the negatively charged Van De Graaff generator, when the distance is close enough, the generator will discharge itself to the Bobble Head, causing the Bobble Head to be negatively charged too, now that the two objects are negatively charged, they will repel from one another, and will stay repelled until the Bobble Head goes through the induction process.
